Ever on the lookout for cheap reliable power, Florida & Gulf Industries (FGI) managed to collect a very eclectic motive power roster over the years. Former Alaska RR (ARR) GP49s, TGX Program SD44-9 hybrids, and three former AMTK F40M-3 gave any FGC fan plenty to train spot. The F40M-2 is one of the oddities, a freight switching rebuild produced by the Amtrak Beech Grove Shops as model number F40M-2C units. At the time, Amtrak was filling excess shop capacity by rebuilding retired F40PH units into freight service units. This included reconfiguring the front pilot and nose of the F40PH with road switcher steps and nose access for crewman. In addition, fuel tanks were upgraded to standard size. and HEP equipment removed making the unit a cowled GP40-2 for all intents and purposes. Changes in administration at Amtrak ended the program prematurely with only a handful of examples completed.

FGI managed to pluck three units from the HELM Leasing (HLCX) fleet around the same time it procured its ex-TM units from Helm. These units were intended to fill gaps in the FGC roster left by MDRail Transporation when it sold the FGC and pulled its MDRail power back to home rails in Massachusetts.
