In 2018, Florida & Gulf Industries (FGI) launched its Hurricane Intermodal Service shortly after purchasing the Florida & Gulf Coast Railroad from MDRail Transportation. This regional service was intended to link the Big Bend and Panhandle areas of Florida to the nationwide Georgia Road QuickSilver Intermodal at its terminal in Birmingham, AL. The idea was to create regular service as an extension of the QuickSilver hub and spoke network where long distance intermodals fed regional hubs which in turn linked smaller terminals in a “slingshot” service with short, fast and frequent ramp times matched to these connecting routes. Along with ex-TM GP60s from HELM, GP25M and GP25MB units were purchased from Georgia Road. In addition, FGI found four former Alaska RR (ARR) GP49 units coming off a canceled lease from the Cincinatti Eastern (CCET). ARR was the only railroad to run this model, and they were purchased mainly to pull new cruise trains out of Anchorage to the Denali Park resort. As the cruise business grew, trains were longer and ARR decided to replace the GP49 units with larger SD70MAC units. The ex ARR units were acquired by Indiana Boxcar Corporation (IBCX) after larger dealer/lessors deemed the units marginally useful for short line operation. Four units went to the CCET as startup power for the new short line but the high gearing and ARR specifications designed to deal with extreme winter conditions proved a handicap.

FGI acquired the four units from CCET (one unit was never placed in service) and shopped them at Stephens Railcar Services for overhaul and modification. The odd ladder stepped front pilot was not a big issue for FGC, as these units were assigned to the first long distance Hurricane Intermodal Service Trains on the combined AFG-FGC system. The high gear ratio designed to accelerate quickly and move short to medium sized train at track speed was perfect for the intermodal assignment which typically did little or no switching. These units work in the pool alongside the GP60s, GP39M, GP39MB and F40M-2 units in Hurricane Intermodal trains.
